Intellitrack License manager - Unexpected Error trying to license via web

We have installed DMS on our server and I am attempting to license the server.  Whenever I open the license manager and click via web the license windows comes up I to paste our license and click activate it.   At that point a windows error pops up saying - "Unhandled Exception has occured in your application..."

Any help appreciated

Please make sure the license service is started. To check this, right click on the IT icon in the system tray, then click start. After the service has been started try to activate the license.
